Google is putting a $17 billion bet on Wyoming — and on how it powers the next wave of AI compute.
On November 5, 2026, Steve Walter, Google’s vice president of Global Infrastructure and Energy, announced the company’s first data center in the state. The long-term investment will go into a campus in Laramie County, built with partners Tallgrass Energy, Black Hills Energy, AEP and Related Digital.
Fuel cells and carbon capture
Google contracted with AEP for a commercial-scale 702 MW fuel-cell development with carbon capture and storage — described as the largest planned project of its kind. The fuel cells come from Bloom Energy and are made in America. Captured carbon will go to the Tallgrass Eastern Wyoming Sequestration Hub. With this deal, Google’s total contracted CCS capacity approaches nearly 1 GW.
The campus will also draw power from Tallgrass and Black Hills gas generators. A front-end engineering design study is underway for CCS on Tallgrass combined-cycle turbines. Google says it will pay 100% of the power it uses and cover infrastructure needs driven by its growth. The facility will be air-cooled to minimize water use.
Community and political context
Google expects hundreds of millions of dollars in local property taxes for Laramie County and School District 1. After meeting more than 200 Laramie County residents, the company and its partners plan a Community Council.
The timing matters. After the midterms, Reuters reported via Ballotpedia that 40 of 41 data-center-related ballot measures went against data centers — a reminder that local politics now shape where hyperscalers can build.
Why it matters
AI buildouts now collide with local politics and power and water constraints. Cloud, energy and infrastructure vendors should message community impact and power partnerships clearly in US sales.
Buyers evaluating cloud capacity will increasingly ask who pays for the grid upgrades, how water is handled and what the local tax story looks like.
