DOE Offers Constellation Up to $5 Billion to Squeeze More Power From Nuclear Plants Feeding Big Tech

The AI boom runs on electricity, and the federal government is now helping finance some of it.

Constellation, the largest US producer of nuclear energy, has received a conditional loan commitment of up to $5 billion from the Department of Energy’s Office of Energy Dominance Financing. The money would support “uprates,” upgrades that squeeze more output from existing nuclear plants.

Big Tech is the customer

Constellation says recent 20-year agreements with Google and Amazon have already pushed it to invest more than $7 billion to add about 1,080 megawatts of nuclear capacity. A separate deal with Meta supports a 30-megawatt expansion at the Clinton plant in Illinois.

According to TechCrunch, most or all of the additional power from seven of the eight facilities has already been bought by Google, Meta or Amazon. Google is the confirmed buyer at the Pennsylvania plant and four Illinois plants, Amazon is buying from the Maryland plant, and Meta is effectively buying the entire Clinton plant.

The eight plants are Braidwood, Byron, Clinton, Dresden, LaSalle and Quad Cities in Illinois, Calvert Cliffs in Maryland and Limerick in Pennsylvania.

Not final yet

The commitment still depends on due diligence, definitive financing documents and other conditions. Constellation says it is not a final decision to proceed with every uprate. The company says the loan could lower its financing costs.

Energy Secretary Chris Wright framed it as part of an “American nuclear renaissance.” TechCrunch, however, notes there’s no evidence the added capacity will lower prices for residential customers, and that Constellation wouldn’t confirm the government’s claim on that point.

“Our agreements with Google and Amazon demonstrate how long-term customer commitments can incentivize billions of dollars in investment in new, reliable nuclear capacity,” said Constellation CEO Joe Dominguez.

Why it matters

Power has become a gating factor for AI data centers. Hyperscalers are locking in long-term supply, and federal financing is now part of the picture, which signals the build-out will keep going.

For companies selling into data centers, from power and cooling to networking and colocation, this is a reminder that demand is tied to long-term contracts, not hype. Account-based campaigns aimed at operators and hyperscaler supply chains in growth regions are worth prioritizing.
